Shards are a weekly end game power progression after completing end game content. (Suggested Changes.)

Spoiler

Suggesting to modify the system to remove fodder loot and make it a way to help "newer" players. (respectively)

* (150% Tau) Archon Shard = Upgrade chance 20% per week. (accumulative chance on failure)
* (100% Basic) Archon Shard = Now able to refine basic archon shards to create 1 tau shards. Requiring "X" shards invested at "Y%" chance per shard.
* (50% Flawed) Basic Archon *traded* = Yields HALF power cannot be upgraded.

These changes offer a way for players to help struggling players and allows inventory management & refinement.

Examples.

TAU red = 15% power strength (+20% chance per week via missions)
BASIC red = 10% power strength (via missions & khal quests.)
FLAWED red = 5% power strength (via failed upgrade attempts & trading)

Tau Refinement success will be 5% per basic shard, via the helminith system using multiple shards to increase to 100% chance
Refinement failure will cut the "basic" power in half and make it tradable to all tenno with a trade tax of 100,000 credits, additionally you can be vendor it for 10,000 credits.

I failed to see how this will help "Newer" players, especially because Newer players shouldnt have access to Archon Shards. You overcomplicated the system adding another level of power which will only add more fodder to player inventories instead of reducing it.

Also, Archon Shards will not and should not ever be Tradeable or Upgradeable. We dont need players having incentives to make Alt accounts to farm these and making a market of them.

Besides your super clickbaity title, your idea has a few problems.

Namely:

Yes, lets put in a bad korean MMO problem of "Spend 20 of these weekly items to guarantee a chance....or ruin it completely and make it utterly useless to you because you had bad luck!  Oh yeah and you'll lose all but one of the items you put in no matter how many you put in!"
What's next, suggesting that DE sell tickets or something that make it so that the refinement is always a success?

This part of the idea is pretty bad by itself, requiring massive over investment to protect against bad luck, with 10 shards needed to just get to the point of a coin flip chance between success and failure.

And your idea does nothing to help newer players, it just gives them the barest of percentage stat buff that won't even be noticeable, and they can't use the "broken" shards for anything.  They will just sit in their inventory and collect dust for literally no purpose.

Beyond that archon shards are geared towards "veteran"/"endgame" players.  Why would new players need access to them anyways?

Especially when you consider that helminth can't even slot shards into warframes until you both unlock helminth, which requires rank 5 with the entrati and MR8 to claim, and it further requires the archon shard segment which comes from the completion of the veilbreaker quest, you know the quest that allows you to fight archons?
So which "newer" players is this supposed to be helping since they can't use the shards in trade chat until they reach the point of being able to fight archons anyways?

What, are you just expecting some poor MR5 or whatever player to buy a few of the broken shards and then get told by the game "Oh yeah, you can't use these until much later!"

How are the "broken" shards going to help struggling players in any way?
You're giving them a broken shard that can never be "refined" and is permanently at half strength....and is therefore worth far less than just, you know, running the archon and getting a full strength shard?

I absolutely agree with no trading, but upgrading could be achieved in a healthy way that still keeps Tau as a "lucky drop" that saves a lot of time. Kahl having no connection to Tauforged whatsoever is why it's dead content for a lot of players.
