Not a drop, just an end-of-mission reward upon completing the final Survival. The chances of receiving it are quite small; most the time you get rubbish like a Mutagen Sample or the like. Just wait for the next TA, the one I got my Sigil from was doable in about 5 minutes and that's fair for grinding; 20 minutes survival with ice and manics everywhere is fun once, twice, a few more times even, but definitely not if you're looking for a 0,25% chance reward.
