Use the scanner to track the creature to highlight patches if you do not already, I can't imagine what a pain it would be too look for it by sight alone. They are in much higher amounts there (you should get least 5 per mission or maybe even more then that). The "Damp and unexposed to the sun" moss is not found in Undersea Uranus labs that are flooded with water and located far from the sun? And the plant found in super cold temperatures that could cause pneumonia are not found on the Ice Planet of Europa where Raptor just so happened to get revamped. Well then. Corpus outpost was actually my first guess for where to find Frostleaves, but I dismissed it when I thought "Oh wait! It wouldn't be on the old tileset, of course it must be on Europa!" Never saw a single Frostleaf... and that's running the mission with the scanner out and using quick melee to defend myself.
