Which primary gun is the best for sp without incarnon?

No such thing as the best. No such thing as the 10 best, maybe the 20 best, but probably closer to 30 best. 

Of course there is also the part where certain playstles and weapons better fit certain people and their playstyle and that you have to decide for yourself.

This list is somewhat outdated and doesnt involve incarnons, so should suit you as a geneneral understanding what is good and what is not.

In general most primary weapons are currently overshadowed by melee (again).

there is no "best". enough weapons are playable. and top lists on websites like overtrollframe provide false information.
without your Warframe build and your favorite playstyle it cannot be answered.

What are you looking for? Efficiency, damage, or visual?

And what frame? Kullervo, Yareli, Saryn or something else?

Latron in all sorts of manners. Simply the best and far outclassing anything else simply for that one Conclave mod making it into PVE.

Bubonico can get you pretty far with its two firing modes and you don't have to worry about Ammo.

With the trigger accessibility change and Critical Precision augment, Tiberon Prime can dish out single target damage comparable to Incarnons.

If you're looking for something with AoE potential then Tenet Glaxion is extremely good at clearing rooms while being ammo efficient, easy to use, and it will help your Energy economy with the Augment. Since it has innate Cold and a Progenitor bonus (I highly recommend Magnetic) it can be very versatile and easy to mod.

Corinth Prime is slept on. It's one of the best weapons in the game now and it's way easier to get and mod than most good weapons. It can nuke SP enemies only with its sheerly high damage.

The point is, or at least was to synergize weapons with the frame you're using.

Since the reduction in enemy defense scaling this is less critical than it used to be but still play some role.

For instance:
Garuda with just about any heavy hitting weapon. Doesn't even need status. 1mil slash ticks all day.
Mag with projectile, preferably multi-projectile/chaining weapons.
Volt with a tiny base damage but massive crit modifiers like Amprex.
Pox with Nidus double stacks augment.

It is worth noting the new Semi-Auto mods turned some weapons into monsters. Strun Prime, V. Marelok, Latron and Corinth Prime for instance.
All that being said, SP is just an AoE layering mode due to enemy density. It's rather stupid IMO.

There is no single best primary , it boils down to modding, synergy and playstyle.

You could pick a good weapon but if you don't mod it correctly , or choose to take a frame that doesn't compliment it then you may be struggling quite a bit.

You may be recommended a single shot focused weapon , but if you prefer spray and pray playstyles you will not enjoy it.

So you haven't really given us much to give a recommendation.

Tenet Arca Plasma. Cedo, Trumna, Tenet Glaxion. Phantasma Prime. Bubonico. Kuva Hek. 

Assuming you mean gun, and not Primary, otherwise add in Nataruk and Proboscis Cernos which are bows. 

That being said, these are just a selection of weapons that are competent, people often fund fun and reliable. You still need to know how to mod them properly, and what strengths and weaknesses they have. Then if you know how to mod properly, and what strengths and weaknesses weapons have, then you can make many many many weapons, primary guns, handle Steel Path. Even more so if you know how to synergise with your Warframe, Secondary, Melee, Arcanes, Focus school. 

Some of the weapons I mentioned are also Nemesis, Kuva Lich, Sister Tenet weapons. So if you are finding Steel Path a bit tough, good practice to fight against Liches/Sisters. Not only to get those weapons, but the enemies there are tougher than normal star chart, but not as tough as Steel Path, so can help you learn to face off against slightly tougher enemies. 

Also whatever your favourite guns are currently, chances are there is someone out there using it effectively in Steel Path with a good build and synergy too.
