I asked my clan mates, and I have one person who has full dark alignment, and he's seen the Spectre at least 5-6 times now. I'd say it's safe to say the alignment does control how often you see him. Or am I wrong and is it not guaranteed, or maybe they changed it to be guaranteed now, but it wasn't initially as I put that quest off for quite a while and only finally completed it last week.
